American Strike Claims Lives of Four during Suspected Narcotics Vessel Operation near Venezuelan Shoreline

As stated by American defense chief Pete Hegseth, American forces eliminated four people in an operation targeting a vessel suspected of carrying narcotics in international waters near the Venezuelan coast.

The strike occurred just a day after American authorities notified lawmakers that the country was entering a "non-international armed conflict" with drug cartels.

It represents no fewer than the fourth such extraordinary and controversial operation conducted by American military outside US territorial waters over the past month.

Details of the Military Operation

The defense secretary stated that the vessel was targeted while transporting large quantities of narcotics destined for the United States, which he described to public health.

“Intelligence assessments definitively verified the vessel’s involvement in drug trafficking, identifying those aboard as narco-terrorists using established smuggling routes,” Hegseth said via an online statement.

The defense secretary further asserted that the boat was “affiliated with” Designated Terrorist Organizations, a label introduced in a confidential memo to Congress.

Juridical and Governmental Background

The Trump administration have notified the legislative branch regarding its view that drug trafficking organizations are non-state armed actors and their actions in narcotics trafficking “constitute an armed attack” on the US.

The memo was accompanied by a secret session with lawmakers from the Senate defense panel, conducted earlier this week.

White House representatives attempted to legitimize these operations by citing Trump’s Article II powers, permitting the use of military force for self-protection during confined conflicts.

Earlier Operations and Global Response

Prior to this incident, American military carried out attacks against three vessels in Caribbean waters, which led to 17 fatalities and causing widespread international outrage.

The defense secretary reiterated that such operations “will continue” until “threats to US citizens persist”.

Governmental Changes and Oversight

The Trump administration have reportedly strengthened the Homeland Security Council to function separately inside the administration, a shift unlike prior governments where it reported to the security chief.

This restructuring has influenced the coordination and implementation of these military actions, as certain authorities being informed about strikes shortly prior to their execution.

Despite the administration’s claims, juridical specialists have noted that labeling cartels as foreign terrorist organizations does not grant extra powers for using deadly action absent solid proof connecting them with a foreign government.

So far, the administration has yet to offer proof concerning the supposed infiltration by cartels into Venezuela's regime.
